Program Manager, Thailand

TechChange is delivering a pilot with Thailand's Ministry of Public Health and international partners to build practical, non-clinical AI skills in frontline primary care teams. You will run it day to day: keep a Ministry working group moving, coordinate a Thai facilitator team, and hold a tight October to December timeline.

TechChange's work in the region includes the Global Digital Health Forum, regional training programs and partnerships across Southeast Asia. If this project goes well, there may be further contract work in 2027.

What you will do

  • Act as secretariat for the Ministry working group: agendas, notes, follow-through, and correspondence with Ministry focal points in Thai and English, in appropriate official register
  • Run the October landscaping: circulate the capability menu and unit survey to candidate primary care units, track responses, compile the demand-ranked workflow shortlist
  • Schedule and support a pre-workshop session with each selected team, the one-day workshop in November, and three virtual follow-on sessions
  • Coordinate the Thai trainer cadre: contracts, briefing logistics, materials, day-of coordination
  • Interpret and translate as needed between TechChange's learning design lead and Thai counterparts
  • Track deliverables, budget burn and risks against the plan; report weekly to TechChange's head of delivery and CEO
  • Support measurement: pre and post surveys, usage check-ins, inputs to the pilot report

What we are looking for

  • Three or more years running projects with multiple partners and hard deadlines. You are comfortable being the person who chases, and you build the tracker before anyone asks for it
  • Comfortable holding the whole picture. The best person for this spots what is about to go wrong and acts without waiting to be told. We will ask about a time you did that
  • Professional Thai, written and spoken, strongly preferred, including formal register for Ministry correspondence. If you are not fluent in Thai, tell us how you would handle Ministry correspondence and participant communication
  • Fluent English
  • Working fluency with current AI tools in your own work: enough to support facilitators, answer basic participant questions, and use these tools to run the project itself
  • Experience with Thai government agencies, or the judgment to learn the protocol fast
  • Based in Bangkok, available on site for the November workshop and key meetings

Helpful but not required

  • Health or public sector background
  • Facilitation experience
  • International education or work experience alongside Thai fluency
  • Familiarity with LINE as a program communication channel

Time and terms

  • Roughly 25 to 30 days across October to December 2026, weighted to October, the workshop in November, and the demonstration at the Global Digital Health Forum in early December
  • Daily rate commensurate with experience; contractor agreement with TechChange
  • Potential for further contract work in 2027 on TechChange's regional projects
  • Not in scope: participant travel, accommodation or event logistics for Ministry staff, which the Ministry manages
